UK Prostitution Laws Review Sought

LONDON (AP) - Britain's prostitution laws are ineffective, unenforceable and should be reviewed by the Government, senior magistrates said Monday.

At the annual general meeting of the Magistrates' Association, delegates called for a broad review of the regulation of the sex for money industry.

The whole thing is a mess. The Government ought to recognize the problem and set up a review, said London-based magistrate Roger Farrington. His motion calling on British Home Secretary David Blunkett to consider a major overhaul of the current legislation was passed by a large majority.

Prostitution is not a crime in Britain, but soliciting for sex is. Farrington said because soliciting was not an imprisonable offense, magistrates had little choice but to fine prostitutes. Under the current system, women appeared in court repeatedly, simply building up fines totaling hundreds or thousands of dollars.

You could either make it more punitive by making imprisonment available for soliciting or take the libertarian route to ensure that prostitutes and their clients can make contact without being a public nuisance, he said.

Farrington said the outcome of the vote would be conveyed to Blunkett for his consideration.
